13 Healthcare Professional Groups can Access eHRSS

A total of 13 groups of healthcare professionals (HCProfs) can access the Electronic Health Record Sharing System (eHRSS) under the eHRSS Ordinance (eHRSSO). If you belong to any of these groups listed below, you should note the following before using the system to view the electronic health records (eHR).

 
HCProf Groups with Access Right
 
  13 HCProf groups specified in the eHRSSO (Cap. 625): Registered Pharmacists, Registered Dentists, Enrolled Dental Hygienists, Registered Medical Practitioners, Registered Midwives, Registered or Enrolled Nurses, Registered Medical Laboratory Technologists, Registered Occupational Therapists, Registered Optometrists, Registered Radiographers, Registered Physiotherapists, Registered Chiropractors, and Listed or Registered Chinese Medicine Practitioners.

Access by Stages
 
  During initial launch of the eHRSS, access to the eHR will be enabled for Medical Practitioners, Registered or Enrolled Nurses, and Dentists.
  Access to the eHR by other groups will be enabled at later stages.

Obtaining Access to the eHR
 
  HCProfs with valid registration status can apply to the healthcare providers (HCPs) they are working for.
  Consent must be given to the HCPs by patients under their care.
  HCProfs’ access right to the eHR will be granted by their HCPs according to the role-based access control mechanism.

Role-based Access Control
 
  Different authorised HCProfs have different levels of access to data and functions.
  Pre-defined differentiated access rights are set in accordance with the clinical needs or functions of different HCProfs.
  Access the parts of the eHR only relevant to their professional service under the “need-to-know” principle.
  All access activities will be logged properly and are subject to audit and inspection.
 
Differentiated access rights with role-based access control
Differentiated access rights to eHRs are pre-defined under role-based access control.
 
Professional Judgment
 
  HCProfs shall exercise professional judgment to interpret the information in the eHRSS and to consider how much information shall be accessed for reference purpose.
  The liability of any medical incidents shall be judged case-by-case and according to professional ethics and industry practices.
