Engaging the Private and Non-government Sectors

The Electronic Health Record Office (eHR Office) has organised briefing sessions, engagement meetings and other promotional activities to provide key stakeholders with updates on the eHRSS and to encourage further participation in the system.

 

The territory-wide Electronic Health Record Sharing System (eHRSS) was launched in March 2016. As an on-going effort to promote the eHRSS and appeal for the support and participation of the private and non-government stakeholders, a series of engagement meetings, briefing sessions and training courses have been organised by the eHR Office. A one-month community roving exhibition also commenced following an appreciation ceremony held for the Electronic Health Record (eHR) Internship Programme.

A eHRSS briefing was arranged for the Hong Kong Parkinson’s Disease Association in August 2016. The briefing aimed to introduce the concepts and benefits of the eHRSS, and to provide details about patient registration procedures. Other topics of interests to participants, such as principles of eHR sharing and the transitional arrangements for patients of the Public-Private Interface – Electronic Patient Record Sharing Pilot Project, were also highlighted. The briefing was attended by about 40 patients and their carers.

With Stage 1 of the eHRSS in smooth operation for over eight months, the eHR Office initiated a new round of engagement meetings with stakeholder groups to provide an update of the eHRSS post-launch situation and to gauge feedback and suggestions on the eHR Programme.
 
In October and November 2016, the eHR Office met representatives of the Hong Kong Alliance of Patients’ Organisation (HKAPO), the Hong Kong Coalition of Aids Service Organisations and the Hong Kong Aids Foundation. Representatives were briefed on the work completed under Stage 1 eHRSS, the participation of healthcare providers and patients to date and publicity programme launched. Recognising the positive response from the community, representatives suggested that further promotion and education targeted at different user groups should be carried out on an on-going basis. The importance of addressing key concerns of patients, such as enhancement of system security and protection of data privacy, was also highlighted by the representatives.
 
During the meetings, the tentative scope for the Stage 2 eHRSS development was introduced. The scope includes enhancing the core functionalities and security protection in the eHRSS, expanding the scope of eHRSS sharable data, enhancing patient’s choice over scope of data sharing and facilitating patient access to health data. Representatives welcomed the proposals put forth, and in particular supported the introduction of the patient portal and enhancement of patient’s choice. Noting the Government’s plan to seek funding approval from the Legislative Council’s Finance Committee in 2016-2017, representatives urged that Stage 2 development of the eHRSS should be proceeded the soonest possible so that patients can early reap the extended benefits of eHR sharing.

Training Courses and Seminar
 
The following training courses and seminars on the eHRSS have been scheduled in November and December 2016 for private stakeholders -
 
  Refresher training for registered healthcare providers (HCP)  space
space  
 

To facilitate healthcare professionals (HCProfs) and staff of HCPs to be acquainted with the operations and functions of the eHRSS, training videos have been made available online for easy reference. In addition, a refresher training was scheduled in November 2016 to provide registered HCPs with updated information about eHRSS operations, such as enhanced features to facilitate registration.

Refresher course and training sessions would be held in November and December 2016 for existing eHR SPs and organisations interested in providing end-user support to HCPs. The courses and sessions are designed to equip SPs and organisations with knowledge and updates of the eHRSS and the Clinical Management System On-ramp, with particular focus on security risk assessment requirements to maintain SPs’ awareness and vigilance on this aspect.

 
 
  “The Future of Hong Kong Healthcare Interface: the eHRSS – Participation, Implementation and Way Forward” for the Hong Kong College of Family Physicians (HKCFP)  space

Co-organised with HKCFP, this seminar aims to give participants an overview of the development and implementation of the eHRSS in Hong Kong, and share practical usage and operational tips most relevant to HCProfs who have joined or are planning to join eHRSS. A preview of the further development of eHR will also be covered.

 
 
eHR Internship Programme Appreciation Ceremony and Community Roving Exhibition
 

The eHR Internship Programme is a three-year project launched in 2014 as part of the eHRSS development roadmap. Under the programme, internship placements are provided by participating organisations to graduates of healthcare-related and IT disciplines.

To commend the efforts and support of participating organisations and interns of the programme in promoting eHRSS, an appreciation ceremony was held on 4 November 2016 at the Cyberport. 11 participating organisations and 19 interns were presented with certificates of appreciation.

Following the certificate presentation, a kick-off ceremony was held to mark the commencement of a community roving exhibition to promote the eHRSS and showcase the achievements of the eHR Internship Programme. The exhibition would be carried out until 10 December 2016 at seven venues across the territory.
